Remove and discard outer leaves and stalk of cauliflower. Wash, leaving head whole.
Place cauliflower in large saucepan and add water. Bring to a boil, cover, reduce heat and cook 10 minutes or until tender. Drain well. Place cauliflower on serving platter and keep warm.
Coat skillet with PAM. Drizzle with olive oil and over medium heat, add green pepper and onion and sauté until tender. Set aside.
Melt butter in heavy sauce pan over low heat, add flour, stirring until smooth. Cook 1 minute, stirring constantly.
Gradually add milk, cook over medium heat, stirring constantly, until mixture is thickened and bubbly.
Add cheese, mustard and pepper and salt. Stir until cheese melts. Taste for seasoning.
Remove from heat and stir in veggie mixture.
Spoon sauce over top of cauliflower and sprinkle with parsley. Serve immediately.
